California live publishes the values and quantities of redeemed and sold scratchcards. By scraping this data one can figure out the expected value at any moment of a scratchcard. In the improbable event that the EV exceeds 100%, the rational decision would be to buy all of a specific scratchcard. Or if you just want to buy a scratchcard for some reason, you might as well buy the one with the highest EV.
